Travel in Tallinn or Riga?

I'm looking to travel with a few friends to either of these locations but not sure which is better.  We like to go out for dinner and a few drinks, but not really into the club scene.  A couple of us like to sunbathe for hours on end whereas others prefer to walk around and see the tourist highlights.  Any thoughts or help on which city is better?
